News: Families miss out on an estimated £68 million in free food as Gov miss Healthy Start target

Sustain calculates that over 200,000 low-income families with young children and pregnant women are losing out on Healthy Start payments toward free fruit, veg, milk and vitamins in 2023 with 1/3 of all eligible households not signed up. Regional analysis shows that the LAs with the biggest losses are Birmingham (£1.9m), Manchester (£1m) and Leeds (£1m). The greater London region missed out on almost £12 million in missed benefits. The North West lost £9.3m and South East £8m.

Reports: Healthy Start Working Group policy positions

Healthy Start is part of the Government’s benefits scheme targeted at families with children under the age of four and pregnant mothers on very low incomes. It is meant to provide a safety net for families who are nutritionally vulnerable. Families are given a card that can be used in shops to buy milk, fruit, vegetables and vitamins. Sustain and The Food Foundation convene a working group for civil society and early years healthcare representatives collectively working to ensure Healthy Start is meeting its objectives and is serving those families who most need its support.

Page: Healthy Start map: Estimated loss to families in 2023

In April 2023, on average only 64.5% of beneficiaries were receiving Healthy Start payments, which help pregnant women and parents of young children buy fruit, vegetables, pulses, milk, first infant formula and vitamins. As a result of low uptake due to lack of awareness of eligibility, more than 200,000 beneficiaries* are missing out on this much-needed scheme - a huge loss to families struggling to cover the rising cost of living. In our Healthy Start map we highlight the estimated value of unclaimed payments** in each Local Authority, as well as the average take up in each area as of April 2023. Together with the Food Foundation and other organisations advocating improvements to the Healthy Start Scheme, Sustain is calling on Government policy-makers to: address technical challenges preventing auto-enrolment of all eligible families   invest £5 million in a communications campaign to promote the scheme widely increase the value of Healthy Start in line with inflation expand eligibility to all families on Universal Credit and equivalent benefits with children under five years old expand eligibility to all families with young children with No Recourse to Public Funds who are on very low incomes.
