Policy Brief: Sugar and Salt Reformulation Tax

In response to the National Food Strategy's proposed Sugar and Salt Reformulation Tax, this briefing sets out the case for using fiscal measures as a lever to shift manufacturing, retail and consumption towards healthier and more planet-friendly food and drink.

Sustain and the Children’s Food Campaign welcomes the recommendation from the National Food Strategy and urges the Government in its forthcoming White Paper to commit to extension of fiscal measures to other categories of food and drink high in sugar, salt and saturated fats. In particular, we would urge that they would apply to those categories contributing excess quantities of these to our diets: sweets, chocolate, biscuits, cakes, crisps and other savoury snacks, if not to all forms of processed food and drink.

The NFS proposes that a tax could be introduced in a 2024 Finance Bill, allowing three years for industry to adapt before implementation. The Government’s White Paper response to the NFS is expected by January 2022.
